Democracia à vista?
Por Marcelo Salles, 06.10.2009Seja qual for o resultado da Conferência de Comunicação, já se pode afirmar que 2009 foi o ano em que o Estado brasileiro mais avançou no tema da democratização dos meios de comunicação. Claro que muito pouco, sem mudanças estruturais, sem afetar o oligopólio que controla a mídia no país. No entanto, há que se entender as nuances, mesmo porque a vida não é feita em preto e branco.
Além da convocação da Conferência, o governo federal vem implementando uma política de pulverização das verbas publicitárias. Durante o governo Fernando Henrique os anúncios oficiais (totalizando cerca de R$ 1 bilhão) eram distribuídos entre apenas 449 veículos de 182 municípios. Ao longo do governo Lula chegaram a 5.297 meios de comunicação em 1.149 cidades do país.
O Ministério da Cultura premiou 63 iniciativas de comunicação democrática, entre elas este Fazendo Media. A partir da edição de setembro deste ano rodamos com o selo “Ponto de Mídia Livre” – tanto no impresso quanto aqui neste fazendomedia.com. Este ano foram distribuídos cerca de R$ 2 milhões e é a primeira vez que as mídias alternativas são consideradas pontos culturais.
Antes que aleguem uma suposta ingerência oficial em nossa linha editorial, esclarecemos: ao contrário das corporações de mídia, nossa opinião não está à venda. O prêmio que recebemos é o primeiro dinheiro público que entra em seis anos e meio de trabalho voluntário, de estudantes e profissionais que abriram mão do glamour oferecido pela imprensa da direita em nome de um jornalismo popular, fincado na realidade e, sobretudo, fiel ao juramento que nos obriga a combater todas as formas de preconceito e discriminação.
Vamos prestar conta de cada centavo dos 40 mil reais recebidos; não porque precisamos, mas porque nossa atitude com a coisa pública não é a mesma das corporações de mídia.
Assim, já posso adiantar que uma de nossas primeiras iniciativas foi enviar o repórter Eduardo Sá para Brotas de Macaúbas, onde ele cobriu nos dias 19 e 20 de setembro o Fórum Direito à Memória e à Verdade, homenagem da prefeitura local a Carlos Lamarca e Zequinha Barbosa, que lutaram contra a ditadura de 1964. Investimos aproximadamente 600 reais entre as passagens Rio-Salvador e despesas com transporte e alimentação entre a capital e o sertão baiano. Em breve publicamos os valores exatos.
Como resultado, Eduardo produziu oito matérias. Isso tendo ficado lá apenas um final de semana. Se considerarmos a qualidade da informação que ele trouxe (e que ao longo das próximas semanas estará disponível – leia a primeira aqui), vamos ver que a relação custo-benefício do Fazendo Media – e, em geral, das outras iniciativas de imprensa democrática – é infinitamente melhor que aquela apresentada pelas corporações de mídia. Aliás, taí uma sugestão para a ONG Contas Abertas e congêneres: acompanhar o destino da verba pública aplicada nos meios de comunicação e analisar o retorno que oferecem à sociedade; seria mais uma forma de auxiliar a população a separar o joio do trigo, o “jornalismo” do Jornalismo.
Uma outra iniciativa que merece ser acompanhada é o Projeto de Lei do deputado federal Otávio Leite (PSBD-RJ), que determina a aplicação de, no mínimo, 10% das verbas publicitárias públicas nas mídias alternativas. Se aprovado desta forma, o projeto seria um passo importantíssimo na democratização dos meios de comunicação. Cabe a todos nós acompanhar e fiscalizar a sua tramitação.

Que boa notícia! Este é o reconhecimento por parte do governo Lula a quem produz um jornalismo com compromisso com a realidade dos fatos, de forma honesta e crítica.
Porém, apesar desta devida ajuda governamental à esta bela iniciativa de mídia, esta deve continuar sendo sempre independente, para que continue tendo nossa credibilidade e creça mais e mais.
E prá isto penso que as doaçoes voluntárias devem continuar e aumentar, assim como a ajuda dos setores organizados do mov. social que tambem precisam deste espaço para informar e se informar.

Parabéns eu até então , não conhecia o trabalho realizado no Fazendo Media, mas conferi o trabalho de vocês e gostei muito. O povo brasileiro necessita de mais programas de mídias como este , pois chega dessa estilização da comunicação brasileira.

parabéns pelo reconhecimento. O que surpreende é ele não ter sido concedido pelo Ministério das Comunicações, que seria a pasta mais adequada ao tema. Na verdade, não surpreende, ao se constatar que o MinCom, com o suspeitíssimo Hélio Costa, funciona no Poder Executivo como um braço político em favor dos interesses da mídia privada.
